Levy Funding

Introduced back in April 2017

Introduced in April 2017, the Apprenticeship Levy continues to be a key driver for developing skills and improving productivity across UK organisations.

The Levy applies to all employers with an annual pay bill of over £3 million, who contribute 0.5% of their total pay bill to the fund. Every employer also receives a £15,000 annual allowance, meaning only those who exceed the £3 million threshold actually pay into the Levy.

Funds collected through the Levy are held in a digital apprenticeship account, which employers can use to pay for apprenticeship training and Assessment. These funds expire after 24 months if not used, so planning and utilisation are crucial.

The Apprenticeship Levy was introduced to increase the number of high-quality apprenticeships across the UK, helping employers build stronger, more productive, and future-ready workforces. By investing in apprenticeships, businesses can not only enhance productivity and growth but also create measurable improvements in profitability and performance.

At the United Centre of Excellence, we help organisations turn their Levy contributions into real value. The Levy isn’t just a tax it’s a powerful opportunity to develop the skills your workforce needs to stay competitive. Every organisation that pays into the Levy can access dedicated funding to support training and Assessment for apprentices at any age or career stage.

Apprenticeships today are designed to be flexible, inclusive and business-focused, offering development pathways that go far beyond entry-level roles. Employers can use their Levy funds to build capability across a range of standards, including:

  • Improvement Technician (Level 3)

  • Improvement Practitioner (Level 4)

  • Improvement Specialist (Level 5)

  • Business Analyst (Level 4)

  • Quality Practitioner (Level 4)

  • Process Leader (Level 4)

Each of these programmes supports critical business functions such as continuous improvement, data analysis, leadership and quality assurance helping teams deliver better outcomes and sustained success.

Whether you’re a large Levy-paying employer or a smaller organisation accessing co-funded support, UCE ensures that your investment in apprenticeships directly contributes to business excellence, workforce engagement and measurable results.
